Children's visa application outside UK - ILR father

Hello guys

I have been looking online for answers to my queries but I would like some help please.

I have an ILR and my wife recently got her visa as family of a settled person. She is now in India and gave birth to twins. My questions now are -

1. What is visa application/ type for the children. Is it the same as my wife - family of settled person application + appendix VAF4A?

2. Who will be the main applicant now as my wife already has a visa and we will only be applying for 2 infants?

3. How will we get the TB certificate? I know children under 5 don't get an X-ray, but only need a Doctor's certificate. When my wife got it 2 years back, it was a long procedure involving being stuck in an overcrowded clinic/hospital for almost the entire day. We are obviously not keen on taking newborns into such an environment for so long.

4. Has anyone applied for the same visa recently and knows the exact processing time for it? UKBA says upto 60 days, VFS global states upto 30 days! We want to apply for my in-laws visit visa as well. It would help to know the visa processing time so we can make their application accordingly.

Bumping this up again...

I am now certain of the visa application and appendix 2 required. Could anyone please clarify if both will need separate applications, needing to attend the VFS appointment separately?

I also read on another thread that the sponsor (me) will have to send his documents directly to Sheffield after submission of visa application in India. But will they accept the applications in India without crucial documents? I also did not see any mention is sending documents to Sheffield on the UKBA website. Can someone please provide a link to where this is mentioned?
