Request Procedure to Chase Overdue Decision

Hi
When a visa application decision is still pending after the 60 working day target what is the official process to chase?

Does the government have any obligation to complete the process or are those timelines literally just targets (rather moveable goalposts)?

I can't see any info can anyone advise please?

Its a settlment visa, family marriage/fiance route.
