Does the escalation really work?

So today I called the Home Office because my EEA Family Permit application has not been decided even after 14 weeks. They asked me for some information and they said that the application will be escaleted and I will get response within 16 days.

Is this effective or just something to... say? Does anyone has experienced this? Did it workout or are you still waiting? (I think the second one in most cases)
