Turkish Worker -> Tier 2 without leaving the UK

Is it possible to switch from a Turkish Worker Visa (https://www.gov.uk/turkish-worker) to a Tier 2 (Employer Sponsored) visa without leaving the UK and applying from outside? Thanks!
