Cooling Off period and COS

Hi,

I have an employment offer from my current employer to move to London office. I have asked for Tier 2 general visa and I am currently serving cooling off period as I last visited UK in December 2016. As per the cooling off rules, I can only apply for the Tier 2 general visa once the cooling off period has been completed.

Could you please explain if the RMLT and COS application can be completed during the cooling off period. If yes, this would save me good 3 months and I can complete all the documents needed to apply for Tier 2 visa in December.

Thank you for your reply.

The HR has mentioned that RMLT can be done during cooling off period as it is valid for 6 months but COS application cannot be made.

However from your response I thought we can apply for COS but not visa.

that is my understanding.
A cos can be applied, but its just the visa that must be applied after the cooling off time
