Contersignatory & address proof for Overseas passport app.

Hey Guys,

Need bit of advise.


Situation:
BC naturalised in a non-EU country.
Recently moved to a EU country on previous non-EU passport.
Now, while applying for passport have below queries:

1. What to do if you can not get counter signatory in EU country of residence, while applying for British passport from overseas?
a) Also, is it okay if they send completed form & get counter-signatory from one of the BC friends living in UK, instead and ask them to send it to HMPO further?

2. Address proof- BC without British passport present in EU country & don't have any address proof whatsoever.

How to proceed with First time passport application in this case.
