Dependant Relative Visa for my 95 Year Old Iranian Dad

My mum passed away 2 weeks ago and my father is now on his own in Iran with no one to look after him.
Both my sister and I live in UK and want to bring him over here to live with us.
Both our spouses are very supportive and we are both financially independent so he will not be a burden to the NHS or any other service.
Are Dependant Relative Visa's still issued?
Any advice is greatly appreciated.
