Regarding EEA family permit

Hello, i have a question regarding EEA family spouse visa me and my girlfriend getting married on may'18 and i am indian residents and she is from romania but living in uk last 5 years but i am just worried about new rules for EEA family visa and cut off date will it be affect us to get visa or any change of rules.
Please if you can help me it will be really helpful thank you
