Travel to France with U.K. Residence permit and travel document

I have two foster children living with me in the Uk and we wish to travel to France. They hold residence permits and black covered certificates to travel. We have traveled there over the past 3 years but have been advised by a source that they may now not be accepted. If this is the case can we apply for a visa for them
