Apply for a child's first passport in the UK whilst the child is abroad

Am I able to attend a fast track passport application in London for a child's first passport if my child was born abroad and is still abroad when I submit the application?

I have heard people saying they have managed to do this, but I can't see how I can meet all the requirements.

I have :

• a foreign birth certificate (officially translated)
• my British passport
• my long form birth certificate
• DNA proof child is mine (if required?)
• Foreign court document issuing me with complete custody of the child (but I don't think this will mean anything for UK purposes)

Does the child have to be in the UK for the application to be made this way?
