Appeal determination.

I was won my appeal last year in novermber 2016, application refused due to tax matter, HO check were different, & that case they refused to accept providing doc. From me are issued from HMRC. Appeal determination said allow the appeal under immigration rule, but I wasn't received my biometric card or any other communication from HO, twice a time I did email them, but no reply, ask through written letter, no answer (through solicitor), the provided tel. No. no one attend, from employer demand of visa been on peak, what the solution of my situation? Thanks
