Has the outstanding debt been paid?

Your Uncle needs to be granted British citizenship first, before he qualifies for a British passport.

Your uncle will need to contact the court or the actual creditor who obtained CCJ to discuss the matter of instalments. Home Office will be interested to see whether any efforts are being made to clear the debt.
