MN1 section 1 (3) - residency?

i am applying for BC for my child with MN1 Section 1 (3)

Child is 2 years 3 months, born in the UK and was abroad for 1 year and now in the uk

As it is section 1 (3), does my child need to meet HO residency requirement ??

Hi maxflip50.
If you are an EEA citizen and can prove you were exercising treaty rights in UK 5 years before
you child was born, you don't need MN1 form. Just go on-line and apply for British passport.
That's what I did.
