No It's not, you have to apply from where you have residency.

I've split your post to it's own topic as you had tagged your question onto another member's thread, which is not only unfair but also causes confusion. Also, your post isn't relevant to a FLR FP application.

As Wanderer has advised, it is not permitted to apply for a Spouse Settlement visa while in the UK as a visitor. You'll have to return home and submit your application there.
