German-Chinese couple looking for advice regarding EEA-route

Dear all,

first of all apologies if this has been asked before but I haven't found any threads regarding our specific question. We are a German/Chinese couple looking to relocate to London - currently I live in Germany and my wife lives in China. I already have a job offer from my employer's office in London so we are now trying to figure out the best way to ensure my wife can start working asap after we move. Hence we have a few questions:

- It was indicated on the UK government website that we could initiate the application for EEA family permit even while I am still in Germany as long as I start my new job within the next 6 months - is this correct or do I need to be in the UK before she applies?
- If not, would you recommend we apply for a EEA family permit for my wife from China or after she joins me in London? (she still has a valid multi-year tourist visa to the UK)

In any case, how long should we expect to wait until my wife can start working in the UK?
