Professional referee question

Hi,
Can ex husband act as a professional referee? I called home office to enquire and the guy told me that he can't decide for me who I ask to act as my referee so obviously no help from them. Is ex husband considered as being related to me? I mean we are officially divorced so I understand that the legal relationship is severed. Thanks in advance
