Settlement visa for non eu child with EEA RC holder parent

hi guys, dnt know if anyone could help me, me non eu and my BC husband completed ss route a yr ago and i now hold a 5yr EEA RC, so my question is we want to bring my non eu child whos 16 yrs old is that possible to apply for settlement visa for her? if yes wot are requirements meaning do we have to earn 18600? tia x
