British Embassy in Minsk calls my Sister in UK

Good Morning everyone..I am very confused.I married my Belarus Wife in April 2017 in Minsk.We had been seeing each other for over a year before marrying and had meetings in Vilnius,Riga,Minsk.i submitted my Wifes Visa application this year on 1.8.17..the Application had been checked through by a local agency in Minsk prior to submission..My Sister and my wife have become good friends via Viber and E Mail..my sister sent a supporting letter along with my Wifes application.Yesterday my Sister informs me that she had a missed call on her landline from the British Embassy in Minsk !!..here are my questions..why do they call my Sister here in the UK ?..is this normal procedure ?.will they call back ?..should i contact the Embassy in Minsk and ask them the reason behind the Phone call.My wife was in Tears last night as she thinks she has done something wrong and the Embassy or Visa people are snooping on her.I called the Embassy in Minsk this morning and they said that is is very strange that someone has called,the operator suggested it might be from TSL in Moscow ?.can anyone give me answers please and guidance as to how i should proceed
