Definition of "New Entrant" as per UKBA

Hi all,

Hope everyone is having a good day. I would like to know the definition to the term "New Entrant" for Tier 2 (General) applications based on the latest regulations if possible because I couldn't find a definitive answer. I am currently 24, and graduated from UK last summer. I found a source citing that any applicants who are under the age of 26 and are applying for an 'under 3 years' Visa will automatically fall under this category but what troubled me was that some sites also stated that the term only applies to those who are converting their Tier 4 Visas to Tier 2.

I appreciate your help and I look forward to hear any reply.
