When to apply for ILR ?

Hi

Tier1 Ent -50 k - 27/Oct/2012
Extension - 30 /Nov/2015

I read somewhere they allow us to apply 28 days before? Can I apply for ILR on 01/OCT/2017 ?

28 days before completing the 5 years.
