Can i use premium service to complete changes of name on my BRP

Hi, i need my brp card for my leave to remain application in this December. But i recently got my name changed, can i use premium service to change the name on BRP? Do i have to fill in the TOC form ? (My changes of name is not due to marriage , is because the name on my bristish national oversea passport does not much my name on my other passports ).
