ILR application and Complex situation with Dependents TOEIC

Hi Everyone,
I got one of my friends in complex situation. He is a dependent who had TOEIC. He applied for ILR in 10years route almost a year ago but meanwhile his wife got caught for TOEIC. they appealed and was dismissed from 1st tier tribunal and they didn't grant permission to go upper tier tribunal.
Now what can be the consequences for the ILR and what does immigration rule says about it?
are anyone going through this situation..could you please share your knowledge and experience for us. thank you.
