PEO fee refund

hi
i wanted to ask how to claim for premium service fee as my brother was send back on the same day service as there was a bio-metric issue going on .all the applicants with them were sent back . no bio metrics could be enrolled. the case worker said that they are eligible for a refund but we do not the process . it was a tier 4 application.
can anyone help please.

Ask the caseworker for more information?
