CoS got rejected - hospital pharmacist

I have an offer for band 6- hospital pharmacist. My employer apply for my CoS, however it got rejected today. The reason is my salary is below 30000 pounds. But when I check the GoV website, it says you need to be paid at least 30000 pounds or the 'appropriate rate' of the job you are offered - whichever is higher. The salary rate for band 6 pharmacist is 26302 pounds, and mine is higher, I dont understand why they reject my CoS?

£30000 is higher than £26302 so you should be earning a minimum of £30000
