ARC CLAIMED ID ASYLUM

Hi guys and thanks for the help and support you are providing in this valuable forum.
A friend of mine is illegally living in UK at the moment but as mentioned in the title he has been granted an ARC CLAIMED ID ASYLUM card which runs untill 2019, it states that no work and no public funds but he is managing to get random jobs here and there... He is in a relationship with a girl from Gibraltar who is willing to come and settle in UK and marry him, my question is whether it is sufficient for the marriage to happen with the type of documents he's holding or there is more papers to be involved. Thanks.
