University Admission for Family members of British National

I want to know information about my sister who is my depedent, she came in the UK few year ago and studying in School, she just completed her A-levels and ready for uni but the problem is her application is still pending in home office.

could some one please guide me, about the process of admission in Uni, we will be self funding.
