EEA family permit for Parents of unmarried partner

Hi everyone,

I've been searching the forum but was unable to find any cases identical to mine.
I am a German national and my unmarried Chinese partner wishes to apply for a EEA family permit. We have proof of living together for about 3 years.
At the same time, the parents of my unmarried partner also wish to apply for a EEA family permit. They have been living in our household for 1.5 years. We also have proof of this. We want to continue living together with them after moving to the UK.
My question: would my unmarried partner's parents qualify as extended family members if my unmarried partner is recognized by the ECO as such?
