UK resident non EU spouse returning to UK from EU country

I am a bitish citizen married to a non-EU national who is currently living in the UK on a 3 year Spouse Visa that will expire in May 2019.
I have just relocated to Spain due to work commitments with plans for my wife to join me in January 2018.

My questions are:
A. Does she need to apply for a Spanish Visa to join me
I am aware she needs to apply for residency as a family member of an EU national within 3 months of her moving to Spain and my employers will be proving the support for that after my 3 months probation.

B. If we continue to live in Spain and return before the UK actually leaves the EU in 2019, will she be able to renew her BRP for the next 2 years (under the 5 year rule) and will her stay in Spain cause her to be in violation of any immigration law?

Does any one know if there has been any talk or decision on what will happen to people in the same scenario as her after Brexit?
