Can I apply for an extended family permit for my father?

So I’m Venezuelan on a 5 year family permit my husband is Italian and we are thinking on the possibility of my Venezuelan father to come to the uk for good he Is still able to work and knows English very well, so he has been dependent on us financially for close to a year now but I was the one making the transfers we read the law and it mentions he would need to be dependent on my husband and not myself so my husband has now started making the transfers for the last 3 months so my question is how many months of bank statements do we need to sumit for this application to be valid? Also does it matter how much is cost of living are? Are they compared to how much my husband sends him? Thanks again in advance
