Will claiming HB affect my hubby's spousal visa application

hello everyone,

I am british and a mother of two with my fiancé who is now my husband for 2 months. My first child who is nearly 5yrs is from a previous marriage. I have been with my current partner for over 2 years and he lives in Ghana. Whiles I was about to deliver our baby in March this year, my fiancé at the time applied to visit the UK so he could be present for the birth of his first child and even though I met all the requirements as a sponsor he was still refused. On the grounds that he had too strong ties in the UK and was unlikely to return after his visit.
We got married in Ghana August this year and I'm looking into returning to work. Prior to coming on maternity leave I had never claimed any form of benefit for myself except the Child Benefit. 5 months into my maternity leave I had to apply for Housing Benefit because I was beginning to struggle financially.
I am due to return to work soon and that is where my dilemma starts. I earn pretty well in my full time job but I am struggling to find a suitable childcare for my 6 month old baby so I am contemplating on reducing my hours to 24hrs a week so I could care for my 2 kids.24hrs a week will earn me a little above the financial threshold set by the Home Office. unfortunately I will still need to be on Housing benefit to subsidise the rent.
My question is will I be able to work 24 hrs, earn £22,00 (which excludes the HB), continue to claim the Housing Benefit and still be able to apply for my husband to join me in the UK??
I have a fairly good job and will return to work as soon as I have him around to assist me as i'm really struggling at the moment. I am very worried because I need him around to support since I suffer from PTSD and managing with the 2 kids alone is quite
