ILR Refused via Tier-1 General..Reapplying Questions

Hi Every One.
I applied for ILR june 2016 on basis of Tier 1 (G) 5 years route. Unfortunately, ILR has been refused on the basis of less eveidence of income as i did not submit Personal statement. i was under impression that I am a director so Business account, accountatn letter, dividend vouchers, HMRC Tax return and companies house accounts would be sufficient. Now, They ask for Adminstrative review. I have got persoal statment and dividend vouchers are corroborate in personal statment.

Shall I go for Admin review or 10 years route? 10 years route from 6th sp 2006 to 6th sep 2016.
