BC of the child

Hi guys, I have a situation about my friend and your expert advise will be highly appreciated.
He will be getting the ILR (after completing 5 yrs on WP) on this coming September. He has a 2 yrs old daughter-born in UK, who will get the BC then. He has the following questions:
1. How long is the processing time to process the BC application?
2. Will my friend be able to get child benefits for the baby?
3. How new rules about probationary citizenship will affect my friends scenerio?

2. After he gets ILR, he will not normally be subject to public funds restrictions. He should be able to apply for Child Benefit for his child.

3. I believe that Probationary citizenship is still under consultation.
