ILR Granted 8 years ago but not recieved

Need some urgent advice....I am helping an uncle who has been here 12 years. I recently found out (after doing a Subject Access Request) that he had been granted ILR back in 2009 but didn't know. According to the records, his paperwork and ILR documents were send to him, but were undeliverable, so were returned and put in storage by immigration.

I have written to them about this but have received no response.
My Uncle is 81 years old and wants to travel desperately but is unable to do so.
What are my options? what do I do?
Advice would be much appreciated.

My uncle doesn't have a ISD (status document) as it was never received. His status only came to light recently after doing a Subject Access Request where we found he was granted ILR in 2009.
He wishes to apply for a replacement ISD but doesn't have his passport which is still with Immigration.
1) How does he apply to have his passport returned?
2) does he need to apply for a BRP instead of a replacement ISD?
3)Does he require his old passport to apply for a ISD or BRP?

Advice would be much appreciated. Thank You
