Netherlands visa for family member under directive 2004/38/EC

Hi,
I am British National exercising my treaty rights by working in Netherlands since May. I need to ask can I bring my Non EU family member (Sister) to Netherlands under directive 2004/38/EC ?

Brothers and sisters do they come under direct family members as they were living with me in the same household before moving to UK or do we need to show the dependency as well?

I recently applied for my sister as family visitor from Pakistan in Netherlands embassy but visa got refused on the basis that she doesn't have strong ties in Pakistan even though she has her job in PK as well.

Should I re-apply her visa under directive 2004/38/EC as there is no requirement to show tie under this category, are there the chances to get visa??

please suggest.

I suggest you read the threads of a forum user member/Bobthemoggie/
who had similar situations for his/her dependent parents and all that he/she went through and eventually seems he/she did get RC for his/her parents. Given that your case is about siblings, you should expect probably even more hiccups.
