Tier 5 religious worker visa refused

Hi guys,
I hope you all are good, i need some advise please if anyone can help me ,
I applied for a tier 5 temporary worker visa-(religious) category in May 2017 , my employer did resident market test and advertised the job via job centre and everything and i submitted all the newspaper advertisements and printout of jobcentre plus where the job was advertised but unfortunately my visa got refused on that basis that my employer has not conducted RMLT and ita not mentioned in my COS that why the job was exempt from this test either whereas i did provide everything with my application but somehow i did Admin review where my employer gave me some extra papers in whixh he explained everything where the job was advertised and all that stuff but they refused the admin review as well and after that i applied again with a new COS from same emplyer and thia time they wrote a note to ECO explaining that they have advertised the job and attached all the paper work they mentioned on the COS letter as well with sponsor note that the job was advertised and also on the contract letter but again my visa got refused the second time i applied in july and i got reply back on 9th october and my refusal letter states the same old reasons again that my employer has not conducted rmlt and my COS is invalid and they have not given me 30 points for COS please advise me that what shall i do now as i dont know where the mistake is being made is it from my emplyer side or the home office side as they are not lookimg at all the papers provided as this is the sexond time my visa got rejected for the same reason please advise me what i can do as i still have chance of doing admin review and sorry about writing it that long but i thought i should explain everything , thanks for reading and i will wait for anyone to advise

Second, it sounds like this is an issue for you to discuss with your prospective employer first. They probably need to discuss these refusals with their contacts at the Home Office and with their legal adviser before they issue any more COS. It is in their interest to not keep getting refusals.
