Fee waiver for family members as a destitutes

Hello everyone,
I have submitted human rights application to home office in 2015.At that time we haven't paid any fees due to lack of funds.Now my daughter turning 7 year in next month.i have just calculate total fees for new application ,which is cost us £6000 in home office fees for four members.
Can I get waiver in fees like I have got in my first application.

Hello everyone
My daughter will be 7 year in November 2017.what documents I need to apply for FLR(FP).our human rights application in court repeal still pending.
Can I wait for decision or apply for my kid.NEED ADVICE
