Directive 2004/38/EC for non dependant parents

Dear all,
I am a Sweden national living in the UK.I am exercising the treaty rights.My parents are non-EEA Bangladeshi nationals.They are not financially dependent on me or I don’t have any proof to send them money.#I want to join or travel together to Germany and Sweden.
Can they apply for a Schengen visa at German Embassy or other embassies on the basis of Directive 2004/38/EC as a family member of EEA national as they are non-dependent parents?
I'm not sure which category of visa may ensure that they would get the Schengen visa to travel, pls.
