Spouse visa refusal

Hi all. First if i am posting this in the wrong place then please accept my apologies.
Okso yesterday my husband recieved a refusal notice for the spouse visa we applied for in august.
After the initial dissapointment ect of the refusal i have looked at the pics he sent me of the notice and i noticed that it doesnt even have my name on it it states that he applied to be with his partner and child but its not our names.
Heres a bit of background info.
Im a british citizen my husband a us citizen we have been together for 15 years and married for 10 . we have 5 children who all live here in tbe uk with me. My husband was here in the uk illegally after we where ripped off by a immigration firm who stoleour passports ect but we finally decided we wanted to do things right and where advised for him to go home and apply for spouse visa which we did and have now been refused . so my question is what can we do now given the names on thw refusal notice arnt even ours ??

I understood that no names were given on the refusal? What reason was given for refusing the application :?:
