Accommodation - Dependent Spouse Visa

I am a British Citizen married to an Indian women. She is trying to apply for dependent visa and I am not sure whether I would need Property Inspection report to meet the accomadation requirements.

I live in a 4 bed room detached house with a child (from previous marriage) and parents. The house is owned by me however my parents live permanetly with us.

The house is of a decent size 4 bedroom( smallest room is 9" x 7"), sitting room with seperate dinning room (all have own entry doors), ground floor clockroom and first floor bathroom.

Since my parents are living with us, will it be considered as
Houses in multiple occupation (HMO) - Due to this definition

A house in multiple occupation (HMO) is defined as “a house which is occupied by persons
who do not form a single household”. This covers hotels and hostels, as well as houses lived
in by two or more family units or by a couple (and their dependent children) living with the
parents or other family members of one of them
.

I have prepared a property description with room sizes and photos. Would that be sufficient.

Do I need to get Property Inspection report. My council charges - £249 for inspection report which is very high.
