SET P question 2.3 national passport

Hi
Is answering yes to question 2.3 in SET P means automatic rejection to ILR application

The applicant is trying to visit family in a country that does not recognise travel document and his only hope is a national passport (Syria)

He will not visit home country

His Wife has ILR (long residency 10 years )
