DEPENDANT VISA UNDER HSMP WHO IS CURRENTLY UNDER WHM

Hello, i need ur expert advice on this:
i am currently outside the uk and just got EC HSMP,
i am getting married next month, my husband is currently on working holiday maker in the Uk.
Can he apply for dependant visa in the uk or he has to do it in our home country?
The information i gathered are in two phases, from the Uk visas site, it states:
1.Under these new regulations working holidaymakers will not be able to switch to Highly Skilled Migrant Programme category after their arrival in the UK.

2.From this date, dependants living overseas will be able to apply for their visa at the UK diplomatic missions overseas or at our visa application centres in the same way they would apply for any other type of visa.


Does this mean he can apply for dependant visa in the U.K without having to go to home country?
