Tier 2 Visa COS allocation

Morning,

Would appreciate if anybody can please answer this. My sponsor for tier 2 visa says they have a COS already for the job i have been interviewed for . They tell me that they only have to allocate the COS to me . Are allocation of COS and getting COS from UKVI via SMS two different processes?
