Tier 2 ICT Cooling-off

My wife changed from a Tier 2 ICT to my dependent (I hold a tier 2 general visa) in February 2016. Her company has noted that they will sponsor her own Tier 2 General visa. My question is, can any of the RLMT or other steps to apply for a Tier 2 General visa be completed before February 2017 (ie within 12 month cooling off period)? And the actual application be submitted once the 12 month time has passed. We're not in a particular rush so if its just 'best practice' to wait the 12 months before doing anything no problem, but thought I'd ask.
