When an EEA child applies for PR on his own

Hi,

I got the UK citizenship in 2014. My husband is German and he got the permanent residence card in April 2017. Our son was born outside the UK in 2011, but has lived with us in the UK all these years apart from short trips abroad. He has a German passport. We would like to apply for PR for him, so that in 1 year he can apply for the UK citizenship. My questions:
1) Do we have to use the paper application form, instead of the online one, for him?
2) Does he need a 'sponsor', given that he is EEA himself?
3) One year after he gets PR, does he need to take English and Life in the UK tests to apply for citizenship?

1. Can submit paper form
2. As child is a dependant, will need a qualified sponsor
3. No as child is below 18
