Can a brother issue invitation letter for Tourist Schengen Visa?

I am an international student but studying in London University on Tier 4 visa and want to visit my elder brother in Oslo (Norway) in these December holidays. Please guide me:

• Do I need to apply under Tourist (Family reunion) visa category?

• My brother is Norwegian national - can he issue invitation letter for me as his real brother who wants to visit him in December holidays?

• Online Visa form shows three relationships categories (Parent/Child, Grandparent/Grandchild, Dependent Ascendant/Supporter). Which category should I choose?
