Refugee Travel Document - Palestinian (issue by Lebanon)

Hello,

My husband has recently received a biometric travel document (he had a handwritten one previously) - I contacted Georgia to ask about a tourist visa, and I was told that because he has 'XXC' written in the biometric section, he is not eligible for a visa. I had noticed that he has been rejected before for visa's to other countries as well - so now I presume it is because of this XXC note. I did some research and it mentions this means 'non-convention' - I cannot figure out what that means. Can anyone shed some light?

My husband is a Palestinian nationality with a Refugee travel document issued in Lebanon. We have applied for the priority processing service and paid 540GBP additional in the hope it will be processed in 15 working days. At the centre - we were told 15 - 20 working days - so we though that is better than 3 months. We paid this and now it is has been 26 working days. Has anyone had the same issue?

Oh yes, almost everyone on priority route faced the same problem.
