Ex wife has her RC refused. What next?

Ex wife has her RC refused. What next?

I have been divorced for 7 months now. My ex and I were married abroad and I am in uk exercising my treaty rights as an eu citizen (even though I am a British citizen too. We were married in an eu member state so that law applies) we both arrived 2012 March. Both of us working full time ever since.
We divorced, she applied for A RC straight after the divorce (May 2017) - she was refused on the basis that she didn’t have enough evidence to support her claim. When she applied the HO implied that she could have certified photocopies of my passports as I was reluctant to give them to her (based on personal reasons)
Now the HO want the originals. I have since moved abroad and even though she can re apply I still don’t want to give her the passports.
She has the right to appeal within 14 days (I read on other forums that she is lucky to have this option)
What are her options if the appeal is refused?
She is of Serbian nationality.
