28-day rule on financial information

Hi,

My wife is applying for a family of a settled person visa from outside the UK, I am a UK citizen.

We are wondering about the 28-day rule on the financial information, such as bank statements, pay slips etc. Does the 28-day rule apply to date that the application is submitted online or the date of the appointment when the documents are taken for inspection?
