Tier 2 dependant visa - new born

Hi,

I just want to check is it compulsory to apply for dependant visa for new born under Tier 2 if I have no plans to go outside UK?

I read some information on NHS website

that NHS is only free up till three months for new born and they need to apply visa and pay health surcharge to get health services afterwards but there is no information about it on UKBA website.
