NTL form mistakenly sent to Home Office

Does anyone know what happens whenever NTL form sent to home office mistakenly??

I have an EEa residency Permanent card on my old passport but doesn’t expire to 2021, I Applied for BRP cause I though you can transfer it into a new passport. I tired to withdraw so many times and still nothing was return back to me.
